Financial Opportunity Centers (FOCs)
Located in neighborhoods, Financial Opportunity Centers (FOCs) are career and personal financial service centers that focus on the financial bottom line for low-to-moderate income individuals.
The FOC model was developed by The Annie E. Casey Foundation and provides people with an “integrated” set of three major services:
- Employment and career planning assistance
- Financial education and coaching
- Access to income support services
Services are provided in a bundled fashion in order to reinforce one another and to provide a multi-faceted approach to income and wealth building.
The FOC model works. Data collected shows that many clients gain greater control over their financial situation; secure new and better paying jobs; increase their credit scores; increase their net income; and even increase their net worth.

BRIDGE TO CAREER OPPORTUNITIES
LISC’s new initiative, Bridges to Career Opportunities, builds upon the successful FOC model by helping clients access good jobs with good wages. Through this initiative, FOC clients receive coaching while also ramping up their educational skills, accessing technical training and pursuing certifications in a chosen industry. The goal of the program is to connect people to jobs that have growth along a career pathway, while also building a strong workforce for employers.
