Within the framework of a city that has lost more than 50% of its population, targeted and concentrated reinvestment is crucial to protecting and reviving communities.  Though providing a framework for community development policy across the city and region, Buffalo LISC concentrates its redevelopment efforts in three discrete neighborhoods: the West Side, the Buffalo Promise Neighborhood of Kensington-Bailey, and the Larkin District.
